Highscope was developed in Ypsilanti, Michigan.
- David Weikart was the director of special services in the public school district. He was interested in the academic performance of a number of at risk children from poor communities. He found that these children did poorly on district wide standardized tests. He worked together with Charles Eugene Beatty. He was the first African-American Principal. They created the Perry Preschool Project in 1962. The group discussed changes to the teaching methods and curriculum choices. They looked at why the current ways failed certain students. Weikart worked on programs for the preschool age. He began a preschool Perry Elementary School. This program focused on the intellectual compared to the social/emotional and the individual talent's of the students. He wanted the students to be active in the process of their learning.
